Answers:
AWS advises choosing the Region or Regions that best meet your needs. That means placing resources where they meet legal and regulatory requirements (the Region's geography is the physical location of its infrastructure, which is what data residency rules care about), and close to the majority of your users to lower network latency. A Region in Germany, or at least in the EU, satisfies both. The other factor AWS lists is whether the Region offers the services and features the workload needs.
Option A is wrong because one standard AWS account can create resources in any of the Regions available to it. The Region you were using when you signed up does not limit where you deploy. Option C mixes up two parts of the global infrastructure: CloudFront edge locations serve cached content to users worldwide, whichever Region hosts the origin. Option D is false because every Region has at least two Availability Zones (most have three or more), and Multi-AZ deployments need only two.
